Ann Frances O'Neill

Ann Frances O'Neill, 76, of Chincoteague Island, VA passed away on December 9, 2017 at Hartley Hall Nursing Home in Pocomoke City, MD.

She was born in Cambridge, MA on August 30, 1941 to the late Arthur and Anna (Stefaney) Bell.

She was a member of Saint Andrew The Apostle Catholic Church and the Three C's. She volunteered at the Wildlife Refugee. Ann graduated fromBoston College in 1963 and received a Masters of Public Policy from the University of Maryland in 1991. For 30 years, from 1973, she and her family lived in Calvert County, Maryland. She went to work for the Calvert County Government in 1979 as the County's first Consumer Advocate. In 1982 she became the Clerk for the Board of County Commissioners. In 1987 she became the first female Department Head in Calvert County Government. Her title was Director of the Department of Community Resources. Ann retired from County Government in 2002 and in 2003 she and her husband sold the "big" house in Calvert County and moved to Chincoteague. Two winters on the Island convinced her that Florida would be a little warmer. So for 12 years she and her husband were Snow Birders.

Ann is survived by her loving spouse of 52 years, Matthew O'Neill of Chincoteague Island, VA, Three Sons, Matthew J. O'Neill, III of Clearwater, FL, Timothy A. O'Neill of Saint Leonard, MD, Michael J. O'Neill of Brookeville, MD; Daughter, Elizabeth A. Oster and her husband Matthew E. of Lusby, MD; eleven grandchildren; Sister, Joann Maloney of Mequon, WI; several nieces and nephews.

Memorial Service will be held on Saturday, January 13, 2018 at 11 AM from the Saint Andrew The Apostle Catholic Church in Chincoteague Island, VA with the Father Michael Imperial officiating. There is also going to be a Memorial Service held on Wednesday, January 24, 2018 at Noon from the Saint John Vianney Catholic Church in Prince Frederick MD.
